Do I need evolution cards in a Basic deck?

No. This style is built from standalone Tetramon, so no card in the deck depends on an earlier stage being on the field first. That is also why it is the simplest style to draft.

Which effects fit a Basic deck?

Draw and recovery first, because the deck is not paying for an evolution setup. Discard and search are the common additions in the candidate pool below.

Is a Basic deck the strongest deck?

No ranking is published here. Non-evolving builds are a real direction players are testing in 1.0, and the standalone card pool is large, but those reports are individual games rather than match data.
