Does Mill need evolution?

No. Mill cards do not depend on an evolution chain. Some of the candidate cards do sit inside evolution lines, so they are listed separately under evolution options as an optional route, not a requirement.

Which cards combine Mill and Discard?

That pairing is common in this build: mill the opponent’s deck and take cards out of their hand in the same deck. The Discard page lists the hand-disruption side with its targets.
